I think the narrator is talking about Oswald, and to answer it’s question, we’ve seen in the past/future ( can’t tell at this point) that Oswald tends to out of his way to save those who are evil then outright smite them. Also I imagine that it also has something to do with the reason he has been roaming the dreamscape so long.
Yes. I think the motive here is hinted at too: these aren’t just any evilbodies, they are residents and not projections of a dreamer.
